This report provides a baseline assessment of the provision of schoolteachers and an analysis of key teacher recruitment, deployment and replacement policies in Kaduna state. The report is being used by the Partnership for Learning for All in Nigeria (PLANE) and its partners in government and civil society to identify priorities and policy gaps, determine programme interventions and to provide a baseline against which to assess future progress. The report is based on extensive analysis of Annual School Census data, assessment of policy documentation, interviews with state level officials and focus group meetings bringing together representatives of civil society organisations interested in education.
